Belper Solar Guide: World Heritage Rules, River Hydro & 10 Verified Installers
10 MCS-certified firms from Denby to Matlock, with output and savings worked out for Belper itself.
Belper was one of the first factory towns in the world, and its mills still make electricity from the River Derwent: two 175kW turbines turn in the remains of Strutt’s South Mill. That heritage also sets the rules for solar. The town sits in the Derwent Valley Mills World Heritage Site, and since 2003 an Article 4 direction has covered every house in the Belper and Milford conservation area, so many homeowners here need to check before changing anything visible from the street.
This guide covers what that means in practice. A 4kW roof in Belper is estimated to produce 3,754 kWh a year, and each unit you use yourself saves 25.36p at East Midlands price-cap rates. Below that are ten MCS-certified installers within about ten miles, each checked against the MCS listings and its own site or register entries.

Solar in Belper by the numbers
These numbers are for Belper itself. A 4kW system on a south-facing, 35° roof is estimated to produce 3,754 kWh a year, rising to about 468 kWh in May and dropping to 117 kWh in December.
- 3,754 kWh / yearEstimated output of a 4kW roof system in Belper
- 25.36p per kWhPrice-cap unit rate for Belper’s region (East Midlands), Oct–Dec 2026, vs 26.32p GB average
- £380–£570 off your billIf you use 40–60% of what the panels make at home
- + £195–£295 export incomeThe rest sold at 13p/kWh on an open Smart Export Guarantee tariff
In total that’s about £675–£765 a year, so a typical £6,490 install pays back in roughly 8.5–9.6 years. Belper’s sheltered valley position gives output much like Ashbourne and Chesterfield, while East Midlands electricity is the cheapest per unit in Britain.
Sources: output from the EU’s PVGIS 5.3 model (SARAH-3 data) for Belper, 4kW, 35° south-facing, roof-mounted, 14% system losses. Unit rate from Ofgem’s price cap for 1 Oct–31 Dec 2026. Export rate: Fuse Energy Single Rate Variable, September 2026. Installed cost: Sunsave, August 2026. Your own figures will depend on roof direction, shading and how much electricity you use in daylight.

Frequently Asked Questions
Do I need permission for solar panels in Belper’s conservation area?
Quite possibly. Since July 2003 an Article 4(2) direction has applied to every dwelling in the Belper and Milford conservation area, removing the usual rights for alterations facing a highway, footpath, waterway or open space. Solar panels aren’t named in it, and the town is also inside the Derwent Valley Mills World Heritage Site, where panels on a road-facing wall or roof enclosure aren’t permitted development. Ring Amber Valley’s planning team on 01773 841571 before booking.
Can Belper homeowners get solar through the Warm Homes grant?
Amber Valley Borough Council runs the Warm Homes: Local Grant with Marches Energy Agency from April 2025 to April 2028, fully funded by government. It’s for privately owned homes rated below EPC C, and the council lists solar panels, solar batteries and air source heat pumps among the measures, along with insulation and heating. Apply at ambervalley.gov.uk/warmhomegrant or on 0800 677 1332. The regional Hub has said demand is high, so register early.
Does Belper still make its own hydro power?
Yes. Two 175kW Gilkes turbines, 350kW in total, sit in the remains of Jedediah Strutt’s South Mill and feed the grid, and North Mill still draws electricity from the river. It’s a reminder that the Derwent has powered Belper for more than two centuries.
Is there a community solar scheme in Belper?
Belper Community Energy voted in December 2022 to partner with Big Solar Co-op, which funds rooftop panels on community and business buildings at no capital cost to the host. Separately, a Cenex feasibility study for The Clusters, the World Heritage mill-workers’ cottages, found that off-street EV charging powered partly by solar was feasible.
How much will solar panels produce in Belper?
On the EU’s PVGIS irradiance data, a Belper home with four kilowatts of panels angled south can expect roughly 3,754 kWh annually, almost identical to Ashbourne and about 7% more than Buxton. The best month is May, at around 468 kWh, and December falls to roughly 117.
Which solar installers are closest to Belper?
Derbyshire Energy Solutions at Denby is about three miles away, and Solar Orb and EJES are both in Ripley, around four miles east. SK Electrical and Smart Homes Electrical work from the Matlock area to the north, and BGreen from central Derby, about seven miles south.
What would a 4kW system save in Belper?
The East Midlands cap is 25.36p per kWh for October–December 2026, the lowest of the 14 regions. Self-consume 40% of what a 4kW array makes, export everything else at 13p, and the combined value is about £675 a year, or around £765 when self-consumption climbs to 60%. Payback on an average £6,490 install is about 8.5–9.6 years.
Final Thoughts
In Belper, planning is the first step for most older homes. If you’re in the Belper and Milford conservation area, and especially near the mills, check with Amber Valley before choosing an installer. Then look at the Warm Homes grant: if your home is rated below C, solar and a battery may be funded.
For everyone else, get at least three quotes and ask each installer for a roof-specific estimate to compare with the 3,754 kWh figure above.
